We strive to build a leadership team that possesses the skills and abilities to establish a connection with our staff and those that we serve. Effective leadership through training, experience, and feedback is a critical step in working towards our agencies’ mission and vision.

Senior Leadership Team

Mark Herbert

Executive Director
Mark F. Herbert has served as the Executive Director of Alvord-Taylor, Inc. since April 2018. His experience includes over thirty-five years of combined corporate and consulting experience in multiple sectors including not-for-profit, high technology, financial services, manufacturing, and other areas. He has previously served on the Boards of Goodwill Industries of Lane County, The Eugene Springfield Metro Partnership, The Eugene Area Chamber of Commerce, and the Lane County Planning Commission including a term as chair.

Mary Thomas

Director of Support Services
Mary Thomas Started in the field in 2013 and over the last 9 years has held several positions that include DSP, Program Manager, Area Supervisor, Program Administrator, Program Director and Executive Director before coming to Alvord-Taylor as the Director of Support Services. Since 2013 I have gained experience working for for-profit and nonprofit organizations.

Kemberly Coley

24-Hour Program Director
I grew up in Eugene and went to South Eugene High School. I left and returned 32 years later and love being back home. I have three children and four grand-kids and have been married for 30 years. I have always worked in the helping field. When residing in California, I was working with transitional aged foster youth and helping them to discover what it is to be a responsible adult. I graduated from CSU Chico with a B.A. in Criminal Justice and obtained my Master’s in Psychology from Grand Canyon University. I am excited for this next chapter in my life at Alvord Taylor.

Kristina White

Senior Director, Program Operations
Kristina started working in this field when she was in high school and has a passion for working with humans who have developmental disabilities. She has been in the field for the majority of her working life and has been here at Alvord-Taylor for thirteen years. As a long-timer at Alvord-Taylor, she enjoys her job and all the great people she meets. In her time off she is a mom of two wonderful little humans and enjoys baking and gardening. Her favorite color is grey and she has two dogs and a cat.

Debbie Liberati

Human Resources Director
Debbie Liberati has joined Alvord-Taylor as of August 2022 as our Human Resources Director. She has over 25+ years’ experience combined with corporate and consulting expertise in multiple sectors including Finance, Biotechnology, Hospitality, Semiconductor and other areas. As the Director of Human Resources, Debbie is responsible for providing strategic guidance and leadership for all aspects of the human resources function and for the full complement of core human resources programs, policies and services. This includes providing leadership and direction in the development of HR policies that promote maximum effectiveness in the Alvord-Taylor workforce while supporting the agency's mission.
khalil Tokhey3

Khalil Tohkey

24-Hour Program Director
Khalil Tokhey moved to Eugene, OR from San Francisco Bay Area. He received his AA Degree from Merritte College and he holds Community Social Services/Substance Abuse Certification. He has had over 14 years of experience with non-profit organizations. He has worked with homeless communities and provided housing support, recovery programs and mental health. He managed a Wellness Center and a Housing Program with Bay Area Community Services (BACS) for many years. Khalil has chosen to join Alvord-Taylor because the mission aligns with his own values, goals, and belief system. Khalil loves spending time and exploring Oregon with his wife, their three beautiful children and two pups!

Sarah Jones

Director of Administative Supports
Sarah Jones has worked with Alvord-Taylor since 2008 and started as a Direct Support Professional after obtaining a Bachelor’s Degree from the University of Oregon. She has been a Lead Support Professional, Quality Assurance Assistant, and is now the Quality Assurance Manager. She is now supporting the IT, Facilities, Quality Assurance and Reception departments. Supports for people with developmental disabilities is constantly evolving and improving. Being a part of those changes and the connections she made along the way have made Alvord-Taylor her chosen career

Noah Zepeda, MIM

Finance Director
Noah Zepeda was born and raised in Oakridge, OR. After graduating from High School Noah attended Southern Oregon University where he received a Bachelor’s Degree in Business Administration and a Master’s of Science Degree in Management. After college Noah moved back to the Eugene area and has lived here ever since. Prior to coming to Alvord Taylor Noah was a Director of Finance and Operations for over seven years and an Executive Director for the past two years at another local Non-Profit.

Union Leadership Team

At Alvord-Taylor we work with our union leadership to meet the needs of our staff. We have a collective bargaining unit that is represented by employees from with Alvord-Taylor. We discuss opportunities to improve on our agreement with the Union every two years in the effort to provide employees with economic security.
